Lookout bulletin out vs frat members over Castillo death

MANILA, Philippines — Justice Secretary Vitaliano Aguirre II signed Wednesday an Immigration Lookout Bulletin Order against at least 15 persons said to be members of the Aegis Juris fraternity, which is suspected to be behind the hazing death of law school freshman Horacio Tomas Castillo III.

All 15 names on the order are considered “persons of interest” in Castillo’s death, Aguirre said in a statement, although news reports said one of them, John Paul Solano, who brought the victim to the Chinese General Hospital, is now considered a suspect by the Manila police.

Authorities said Solano, who they confirmed is a member of the fraternity, supposedly lied about finding Castillo, a student of the University of Sto. Tomas, dumped on a street in Balut, Tondo after closed circuit television footage from the area showed this never happened.

The 15 in the lookout bulletin are:

  15. John Paul Solano

Aguirre said the names were provided to Undersecretary Erickson Balmes by police investigators when he visited the wake of Castillo to offer the department’s help to the family.

“As of the moment, the ILBO is the least we can do,” Aguirre said as he urged those named in the order “or anyone who has knowledge of what happened to Mr. Horacio Tomas Castillo III, to come forward and to clear their names and share what they know.”

Although the order cannot prevent any of the persons of interest from leaving the country, it instructs immigration officers to be on the alert and inform Aguirre’s office about anyone on the list who may attempt to travel abroad, and warning them “against waiting until boarding time to inform confirmed offices.”
