MANILA – One Filipino and three Korean nationals have been arrested in connection with the kidnapping of their compatriot Lee Jung Dae, a restaurant operator in Angeles City.

Arrested were the twin brothers Cha Jae-young and Cha Jae-sun, Kim Min-kwan and Filipino Raymond Flores.

The twin brothers and Flores were arrested while holding custody over Lee at, of all places, the parking lot of the Bureau of Immigration premises in Intramuros, Manila.

Operatives of the Philippine National Police (PNP) Anti Kidnapping Group pounced on the unsuspecting abductors, who had taken Lee captive in Balibago, Angeles City.

According to PNP Chief Ronald dela Rosa, among principal suspects in the kidnap case are personnel from the Bureau of Immigration and the National Bureau of Investigation.

“This time,” Dela Rosa told a press briefing, “unlike in the previous case of Jee Ick-Joo, the perpetrators include government officials, but not from the PNP.”

Kim Min-kwan was arrested in a separate operation elsewhere in Manila.

The modus operandi was to identify the target victim of the abduction-blackmail, then in cahoots with the insiders at the Bureau of Immigration, a counterfeit arrest mission order is produced that is to be served by the conspirator rogue law enforcers in order to fleece the victim of ransom money.

The suspects had asked for a PhP1.2-million peso ransom, which was paid at Marquee Mall.

But the suspects declined to release their victim Lee and, instead, asked for P1.2 million more in another round of negotiation at Intramuros. (Reportage: Jeff Caparas, News5)
