SWS: ‘Nanlaban?’ Public skepticism growing over police claims of self-defense

MANILA – The Third Quarter 2017 Social Weather Survey found that 37 percent of adults Filipinos say the police are not telling the truth that the suspects they killed had put up a fight – talagang nanlaban sa kanila, in Filipino.

The survey was fielded on September 23-27, 2017.

The respondents were asked to answer this: In the government’s campaign against illegal drugs, the police are:
Definitely telling the truth;
Probably telling the truth;
Undecided if telling the truth or not;
Probably not telling the truth;
Definitely not telling the truth

that the suspects they killed really resisted them.

The results indicated that, statistically, 37% of adult Filipinos said the police are not telling the truth (19% definitely not telling the truth, 19% probably not telling the truth, correctly rounded), 45% are undecided, and 17% said the police are telling the truth (13% probably telling the truth, 5% definitely telling the truth, correctly rounded).

SWS said this brings the net opinion about the truthfulness (% definitely/probably telling the truth minus % probably/definitely not telling the truth) of the police to a significant net balance of -20.

In the June 2017 poll, SWS noted, the net balance of opinion was -3, where 25% believed the police, 45% were undecided, and 28% did not believe the police.

In March 2017 the net balance was -8, while in December 2016, -1.

Tallied by area, the Net opinion data was as follows:

Lowest in Metro Manila at -34 (13% definitely/probably telling the truth, 47% probably/definitely not telling the truth,)

Followed by Balance Luzon at -31 (13% definitely/probably telling the truth, 44% probably/definitely not telling the truth)

Visayas at -15 (20% definitely/probably telling the truth, 34% probably/definitely not telling the truth, correctly rounded)

Mindanao at +3 (27% definitely/probably telling the truth, 24% probably/definitely not telling the truth).

The Third Quarter 2017 Social Weather Report findings on public satisfaction with the performance of Pres. Rodrigo Duterte and the overall National Administration were reported by SWS on October 8, 2017 and October 19, 2017, respectively.

Survey Background
The September 2017 Social Weather Survey was conducted from September 23-27, 2017 using face-to-face interviews of 1,500 adults (18 years old and above) nationwide, 600 in Balance Luzon and 300 each in Metro Manila, the Visayas and Mindanao (sampling error margins of ±3% for national percentages, ±4% for Balance Luzon, and ±6% each for Metro Manila, the Visayas and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2017 to obtain the national estimates.

The Social Weather Survey items on the administration’s campaign against illegal drugs are non-commissioned. They were included on SWS’s own initiative and released as a public service.

SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations.
