COTABATO CITY, Philippines — A 25-year old farmer was killed when a barangay chairman of Pagalungan town, Maguindanao fired an Armalite rifle in a fit of anger Wednesday afternoon.

Town police chief, Inspector Razul Pandulo, said Rasul Madidis was hit in the neck when Farouk Matalam, chairman of Barangay Poblacion, opened fire.
