American wanted back home on child rape charges nabbed in Manila

MANILA, Philippines — An American wanted on charges of raping a child in the state of Virginia was arrested by immigration agents on Wednesday.

Immigration commissioner Jaime Morente said Teodoro Lumaban Jr. was captured by agents of the BI’s Fugitive Search Unit near the US embassy in Manila as he was about to renew his passport.

Morente said the warrant of deportation he signed against Lumaban cited him “for being an undocumented and undesirable alien.”

Bobby Raquepo, acting chief of the BI-FSU, said Lumaban had been hiding in the country for more than three years and was unaware that his passport had been cancelled. When he sought an appointment to renew it, the US embassy, which had requested his arrested, informed the BI.

The US embassy said Lumaban is facing an outstanding arrest warrant issued by the US district court in Virginia where he is charged with sexually assaulting a minor.

US federal agents are expected to fetch Lumaban and escort him back to the US.
