MANILA, Philippines – A drug payment list and a notebook containing instructions on how to make explosives were among the items found by the police during a surprise “Oplan Galugad” in detention cells within Camp Bagong Diwa in Taguig City on Monday.

According to Senior Superintendent Eleazar Matta, the National Capital Region Police Office’s intelligence chief, the surprise search was part of the security efforts for the upcoming Association of Southeast Asian Nations meetings in Metro Manila this week.

The drug payment list also included drug loans, which was written in Chinese characters.

Meanwhile, the police said the instructions in the notebook on how to make C-4 car explosives were written by sibling inmates jailed at the camp’s Special Intensive Care (SICA) Area 1.

Also found in the jail were components of detonating devices using cellphones and bomb ingredients like black powder.

Cellphone units, drugs, contraband related to security, various improvised weapons, and accessories were also recovered by authorities from Camp Bagong Diwa’s six district jails that include SICA 1 and 2.

High-profile inmates, such as members of the Abu Sayyaf, the Moro National Liberation Front, and personalities involved in the Maguindanao Massacre, are imprisoned at Camp Bagong Diwa.
